This action https://github.com/eclipse-mylyn/org.eclipse.mylyn.commons/blob/master/.github/workflows/licensecheck.yml is not considered during PR check for some reason. Do you have any hint why could it be so @akurtakov ? I've copied it from Mylyn Docs, and changed some "tycho" strings to "mylyn"

Could it be the general restriction to use GitHub Actions for this repository @wimjongman ?
