Create guidelines on dataHub data download and distribute them

Since the access now works with the passwords:

• Prepare some very rudimentary documentation, good enough to guide people
• Send it alongside new password to all dataHub members
• Clean the doc and upload it to sharepoint

This needs to be updated as we should be able to download from the DataHub Advanced Search. However, we can't download from the DataHub (maybe an authentication error?)

• check with Nadim what changes have been made so far,
• update datahub data download guidelines.
