add gh actions to run lint / test:types / etc #10

although heroku handles the build / run / deploy, would be good to have gh actions run some of the other stuff, especially against PRs.

lint
test:types
build (dupe, but if fails shouldnt allow a pr merge)

test is problematic since it requires a running instance of the server

dwhitacre added the enhancement label
