CMD+click on link behaves the same way as cmd+shift+click

Steps to reproduce this bug

1. Press and hold Cmd and click a link.
2. The link is opened in the background.
3. Press and hold Cmd and shift, and click a link.
4. The link is opened in the background.

Expected behavior

In step 4, the link should be opened in the foreground. In Firefox, it is even possible to configure this behavior and swap it (making cmd+click open a link in the foreground and cmd+shift+click in the background).
