Tool window icon doesn't match the color of built-in tool windows icons when selected

There is a small visual bug with the tool window icon when you open the GitHub actions window.

Opened

When a tool is opened it's icon becomes brighter, but that doesn't happen with the GitHub actions tool window icon.

It's not a big deal, but it would be nice if it did the same. :)

Wow it was quick, it's solved!

But I've just noticed another small bug @cunla.
When opening the GitHub Actions tool window for the first time after launching the IDE, the window loses focus and the editor gains focus instead. On subsequent openings, the tool window correctly retains focus.
