Should We Send Referenced Resources? #56

UDS+ resources reference other resources (mainly encounter, patient, organization, practitioner). The UDS+ IG does not define the behavior of the bulk import for resources that are not directly used by the UDS manual calculations. Right now that seems like it's up to the implementer to determine.

If a UDS+ Procedure resource references a US Core Practitioner resource, are we required to also send that practitioner resource?
What about cases where a UDS+ resource references an organization resource, which in turn can reference another organization? Are we required to send one organization in that case? Two?

Or are we required to only send those resources directly used in calculating outcomes from the UDS manual?

Currently, we will add a clarification to the IG as follows

"Data Submitters are expected to submit only the data required for the UDS+ calculations including eCQM calculations. Any referenced resources not required for UDS+ calculations should be omitted and not be sent."

Please provide any further feedback.

I think that sounds fine. I agree that we shouldn't need to send data not relevant to UDS+.
