Which resources are mandatory for UDS+ submission for Reporting Year 2023?

If we choose to report quality measures that don't use them, is it mandatory to include the following resources for UDS+ submission?

• Immunization
• MedicationRequest
• MedicationStatement
• ServiceRequest

For example, if we were to report Breast Cancer Screening, HIV Screening, A1c Control and Controlling Blood Pressure, they do not use the Immunization and Medication Request resources. The Service Request and Medication Statements are only used in these measures for the frailty exclusion, which I believe is an optional exclusion. If we do not intend to exclude patients based on frailty, do we need to provide these resources?
