Integrate @squoosh/lib

The Squoosh PWA (https://squoosh.app/) also has an NPM package available: https://www.npmjs.com/package/@squoosh/lib. Currently that package only works in Node.js, but there's work in progress to make it web-compatible as well. Using this package would potentially add or improve several features:

• PNG/JPEG/WebP optimization
• KTX2 / Basis Universal compression on web
• image resizing (already supported, but possibly more performant? error: maxMemoryUsageInMB limit exceeded when resizing large jpeg textures #344)

I think I'd hope to start by bringing one or more transforms into the @gltf-transform/cli package, and then into /functions later when it's web-compatible.
