Only Page TSConfig possible

Only the TSConfig page is described in the documentation:
mod {
web_layout {
localization.enableDeepL = 1
}
web_list {
localization.enableDeepL = 1
}
}

I would like to enable translation only for certain users (groups), i.e. instead of Page TSConfig, User TSConfig would be relevant. Is that possible?
