Behavior re: moving items around in a bank tag layout tab changes depending on if bank rearrange mode is set to "swap" or "insert"

It used to be that when within an inventory setups bank tag layout, when items were moved around, they were swapped, no matter if "insert" or "swap" was selected as the bank rearrange mode.

I prefer to manipulate my real bank with "insert" selected. However, now I often mess up my inventory setups by "insert"-ing an item into the setup instead of swapping it into the setup. This behavior makes no sense when using the preset layout setup (i.e., not the zigzag layout setup), as items are mapped to specific spots in the inventory.

This makes it possible to ruin the organization of an entire inventory setup inadvertently.

This risk causes annoying extra workload for the user by forcing him to keep track of bank rearrange mode every time he switches between manipulating inventory setups and his real bank.
