Small arrows on bottom right that auto organizes not showing

These arrows sometimes just disappear for me, and I have no clue what makes it come back. Now it has disapeared and for some reason I can scroll down really far even though there are no items below the visible window when I open it, it used to be that it only started allowing scrolling if I put items below a certain point where it's necessary, now it scrolls down to like 3-4x the length of used space with just an empty window.

This has been moved to the top left of the bank. Right click the show worn items menu. See the guide https://github.com/dillydill123/inventory-setups

The bank changes is due to the migration to core bank layouts. It is the one drawing the items and keeping the scrollbar long.
