Tooltip text

The signing parameters for the Issue page need brief tooltip text describing the role of the different parameters. @bmuramatsu or @dmitrizagidulin if either of you want to make some suggestions for them here in this issue, I can put them into the code.

All I got is that I think the tool tip describes (or defines) the function that the selection does. Key Suite is the cryptographic exchange method used to sign the credential. Or something like that. Brandon
