As a rpc-go user, I want a way to enable WiFi profile synchronization locally using a config.yaml/json file.

We have a command available (rpc configure enablewifiport) but the request is to enable this via config file.

Acceptance Criteria:

Add a property in config file for enabling WIFI profile sync
Changes to go-wsman-messages
Changes to rpc-go
