improve cloud cli on windows content

@sherminsb from the support team kindly flagged a user was having issues installing the cloud cli. zendesk ticket

Here are her observations:

• Maybe better to put the step of preparing the dbt project before setting up config. Since i think it is necessary to put the dbt.exe inside the project folder (if they do not know how to do the more advanced stuff).
• Maybe better to add a link to how to download from github? I do not know... but I have to give this link to this customer as well.
• He also did not know that the dbt.exe was inside the tar.gz file.
• Maybe better if windows users will also have a video for them to see.
