This customer from ticket: https://dbtcloud.zendesk.com/agent/tickets/65766 has shared the following:

"As feedback, I can say that it was really hard for me as a newbie in AWS to figure out how to connect my DBT Project.
After a deep dive in AWS documentation, I found out that Network traffic settings in most cases aren't configured automatically in Amazon Redshift. This is because they can vary at a granular level, depending on whether the source of traffic is the internet or a private security group, and because security requirements vary.
To overcome this hardship, I used this documentation Configuring security group communication settings for an Amazon Redshift cluster or an Amazon Redshift Serverless workgroup - Amazon Redshift which explains in detail how to make your Redshift cluster publicly available to certain IPs.

This tutorial Quickstart for dbt Cloud and Redshift | dbt Developer Hub (getdbt.com) is awesome and explains very well detailed steps, but in my opinion step #4 should add advice to new users minimal configuration of Virtual Private Clouds, Route Tables, IP Gateways and Inbound rules to success in tutorial."
