Photomap wizard completion does not routinely move map to successfully-submitted location

Upon successfully completing the Photomap wizard, i.e. the photo has been uploaded, the map does not always go to the successfully-submitted location.

There are two things that should happen:

1. The map is moved to the lat-lon location of the just-uploaded photo/placeholder.
2. The icon for it is shown and is clickable.

The latter might potentially be an API bug (though I believe this was fixed over a year ago). But the first definitely doesn't always happen.

Sometimes the two things above do happen; other times not. I have a feeling it is more likely not to happen if the user has been through lots of cycles of uploading images.

OK, I'll need to investigate, getting a test case is going to be the issue here.
