Clarification of Blockage Ratio Definition

I got asked by someone to clarify the meaning of blockage ratio a while back and thought it would be useful to have it clarified here for any future users.

Using the image below just to make it easy to see (source) the blockage ratio should be:

blockage ratio = (red area) / (blue area)
