If you follow the documentation for installing the lexevs service - https://github.com/cts2/lexevs-service/blob/master/README.md - when you get to the step where you need to verify the configuration - which points to the NCI 6.0 Remote LexEVS Service - you MUST click save.
If you just look at the page - and see that all of the settings are correct by default (which they are) and then close the pop-up window without hitting save - the service will not work properly. It tries to find a local EVS server instead, and fails.
It logs this in the background: WARN SpringOsgiExtenderThread-2 - Waiting for the Configuration Service to start...
Clicking save, and restarting the lexevs service corrects the problem.
I've seen this on two different systems after doing clean installs. I've been able to reproduce it by deleting the .cts2 folder, and reinstalling the plugins.
