summit_build_with_args default key binding collisions

Many ST plugins use this same keyboard shortcut (ctrl+shift+b) for similar operations. If possible, scope the summit_build_with_args key binding to the syntax of the file? Otherwise simply adding the key bindings settings file to the gui menu would probably suffice.
