Extract rationale into separate sections

To make the certification more readable it would be good to extract the rationale for the criteria in separate sections. This will make it clearer and more precise what the rules are and give more room to elaborate on the rationale behind them.

This needs to be done for all categories:

• Substitutability
• Transparency
• Privacy
• Security
• Fair model of operation
