Implement timeout on initial load

If it goes long enough, we should show a modal that prompts the user to download their data and then clear their OPFS data for the app, then cause a refresh (or instruct the user to do it).

This does seem to be caused by a recent update, but it is unclear what the root cause is because there are no relevant logs in the terminal.
