[Feature] UV not only from uv.lock #224

I think it's a good idea to implement logic like this:

If uv.lock found: install packages from uv.lock
Otherwise: install packages from pyproject.toml

I saw something like this in code, but actually installing from pyproject.toml is not realized yet.
