Does not work on Windows

What steps will reproduce the problem?
1. Run: C:\path\to\php.exe -f C:\path\to\chat.php

What is the expected output? What do you see instead?

Chat daemon does not start.

What version of the product are you using? On what operating system?

The above command works, but does not initiate the daemon on Windows 
(tested on XP and Windows Server 2003. As far as i can tell there is no 
way to get the program working on Windows at all...

Please provide any additional information below.
