Looks like Dump column visualize content only in ASCII, it would be good to choose a different encoding, minimum UTF-8.

Confirmed. Also this seems to be a minor issue for a hex editor. Additionally after switching off the hex mode the state of the file encoding seems to be always shown as ANSI in the status bar and is missing in the encoding menu.
