[Feature] Scheduled operations #3

Allow user to schedule start/stop/restart operations in terms of time of day (12/31 12:00 pm)

Why:

Save money by stopping the VM when I am not available (at midnight usually)

Questions:

What if an error occurs? Should I redo operation or end gracefully?
