For changelogs. See cfpb/capital-framework#362 (comment).

An environment variable like HUBOT_LGTM_REQUIRED_FILES that's a comma-separated list of filenames. If those files haven't been modified in the PR, post a comment saying "This PR has been approved but I noticed CHANGELOG.md hasn't been modified."
