Replace manually entered dataset names with automated CLI command in README

It's hard to remember to update the README to include all of the archived datasets. Instead of listing them out manually, we should:

• Write a CLI command that lists them out automatically
• Update the README so that there are no longer manually written lists of all available datasets (and instead are references to the new CLI command).
