Consider putting Cantaloupe jar in Maven Central #1

It looks like the dependency resolution is local to the dev's workstation. It would be nice if the jar was published to Maven Central so a whole Cantaloupe build didn't have to be run to get the delegate dependency. And, this should be a non-SNAPSHOT now, right?
