feat: handle agent errors #59

If agent fails to produce the answer for some reason, attempt to recover.

Two ways:

re-run agent (evaluate with LLM whether this is intermediate error, or persistent)
reassign to a different agent (if agent fails to continue due to lack of competence)

Create a new method in the supervisor that does the above
Run that method when state is failed
