On one hand English docs can be seen as a quality requirement and on the other hand it is useful for the people speaking the language of the doc to be able to discover the library.

For now I'm not adding them since I can't evaluate them anyways.
For the long haul it could be better to reject them to clearly communicate that english is a de facto requirement for open source. It's a pity when I review libraries that seem great but don't have english docs. One could argue that we do these libraries a favor by pushing on them to use english as the default dev lang.
E.g. https://github.com/airyland/vux doesn't have any English documentation.
