[cr133 follow up] Avoid multiple versions of windows-targets rust crates

With cr133 bump cxx was upgraded to 1.0.135 which brought in the following versions of dependencies:

cxxbridge-cmd -> codespan-reporting -> termcolor -> winapi-util -> windows-sys 0.52.0 -> windows-targets 0.52.6

However, speedreader relies on older versions of some of the same dependencies:

speedreader (directly and indirectly via readability and kuchikiki) -> markup5ever -> string_cache -> parking_lot -> parking_lot_core -> windows-sys 0.45.0 -> windows-targets 0.42.2

It would be good to see if speedreader can be updated to use the same deps versions as cxx.
