Эта задача — подзадача #197, блокирует #311.

Требуется переписать refalrts.h на C89, т.е. без пространств имён, функции должны быть помечены как extern "C" для C++ и т.д. Префикс имён функций и типов: rl_, префикс имён констант RL_.

Эту задачу выполняю я, @Mazdaywik.
