Add translation selectors (login pages + settings)

For the upcoming release, the locale will be automatically retrieved from the browser. However, we need to add a language selector in top right position of the login pages, and also to the Settings page.

Languages that are translated by more than 80% will go into the release, so only those will be selected.

For the settings page, it can be added under "Appearance":

Tasks:

• 80% threshold should be applied
• Dropdown selector on top right hand side of the login/forgot password/create account pages
• Dropdown selector on Appearance, under "Theme mode", with the name "Language"
• Instead of "Switch between light and dark mode", use "Switch between light and dark mode, or change user interface language"

If possible, language should be immediately applied after clicking "Save".
