Pass disassociation_timer on a transition request

It looks like there is a minor difference between the information passed to wpad by DAWN and that passed by usteer:

Specifically disassociation_timer isn't populated by usteer - and DAWN uses the default value of 150, and this seems to make a difference in how quickly a device is dropped.
