In this page pinout of DL-20 is inverted. Another error is VCC label: Vcc on the 4 pin serial port is not the same Vcc on pin 3 of debugger connector: there is a 3.3V voltage regulator between the 2 pins.
This is the right pinout. See also attached DL-20 diagram.
