Sends double email notifications. Not sure why. 1 is correct, the other is formatted weird.

I think the the membership form is sending mail during registration, then subscription.. basically anywhere maybe_do_notifications() is called. Somehow, we probably need a flag for each process so during membership forms it only sends at the end.
