Using Privoxy outside of LAN not working

I'm wanting to use privoxy outside of my local network. This way when I'm on my phone or laptop on a foreign network, I can still utilize my home connection to proxy through my PIA vpn via arch-privoxyvpn.

Is there support for this usecase? Currently when I attempt to use it in this fashion, it does not work.
