In the current docker version bcftools does not install properly which in turns break the file upload function. I believe @bgruening mentioned that this will be solved as tools are remade. But for anyone with the issue going to the admin panel "Manage tool dependencies", check the "set external metadata" tool box (which should show that bcftools is a requirement but with a red cross in the leftmost columns" and then scroll down and hit "Install checked dependencies using Conda" solves the issue.
