Update registry's ministry list (EMBC/EMCR)

Describe the issue
The registry contains a list of ministries, which change name and acronym from time to time. Please make the following change to this list:
"Emergency management (EMBC)" should be replaced with "Emergency Management and Climate Readiness (EMCR)"

Rational/Why
The ministry name has changed. We also use the ministry ID to link projects together in OpenShift.

Definition of done/Acceptance Criteria

• Production instance of registry shows the updated ministry list in the project creation/update request form
• The correct value is used in the 'ministry_id' field of the NATS message
