Options to select Permissions are not displayed in the Pop up to grant user access

1)Signin with API Owner permission (Namespace.Manage)
2)Select the Namespace
3)Navigate to Namespace Access Page
4)Click on Grant User Access button
5) Verify the list of Permission to select for the user

Actual Result : Permission List are not displayed along with the check box to select permission for the user

Expected Result : Permission List should be displayed along with the check box to select permission for the user
