Clickable Program Plan Link

Currently, the program plan field is just a text field. It would be useful if the link in this field could be clickable, allowing users to directly access the link without needing to copy and paste.

It's not simple to make the field itself clickable because it's an editable field. An alternative would be a WYSIWYG field where you can add a link and then right-click and choose "open". But what seems better is to have a button below the field with "Open program plan"
