What do we need to be able to use (stable pool) BPT as collateral? Some early thoughts:

Some more tests that stress out the BPT rate and see its error
A wrapper that mints "paid-for BPT" in exchange for BPT when the vault is locked.

We can probably get the wrapper done at this point as a standalone util.
