Human resources management system (HRMS) v1

This ticket covers the design and implementation of the complete Human Resources management system. This includes both backend functionality, and user-facing applications.

At a high level, the application will have the following components:

• Backend API (HRMS API) #8
• Backend For Frontend (BFF) API for HRMS application #9
• Frontend for the HRMS system #7

Integration work with the global data API is blocked by:

• Complete slice of the GraphQL API (Geo tranche) global-data#11
• Global Data Service v1 global-data#8

@samisa-abeysinghe each of the top-level items here (Backend API, BFF, Frontend) would be the top-level (large priority) items, with each of the lower levels used as necessary. huge is for domain-level projects like HRMS (Global Data, Admissions, and Student management would also be huge). gigantic is for project meta-tracking.
