Docker less TFv2.0 on Conda #92

I want to run SIMRDWN with following modifications

outside docker on conda environment as my GPU is old docker is not stable
using TFv2.0 as TF1.x is old Nvidia drivers and CUDNN combination is not allowing me to run TFv1.x
