deprecate or adapt avalanche blockchain validators

Goal

It is non sov only. As a minimum add an error message if SOV, and point to avalanche validator list.

A more complete task may:

1. mark it to future deprecation (say in two releases, and give a deprecation warning)
2. make avalanche validator list to be both sov/nosov compatible by adding avalanche blockchain validators logic to it
3. make other avalanche validator commands to error for nosov case
4. make avalanche blockchain validators to redirect to avalanche validator list
