To incorporate bootstrap into astropy-sphinx-theme by using the sphinx-bootstrap-theme 0.7.1 at https://pypi.org/project/sphinx-bootstrap-theme/ as a source. This will hopefully make the Astropy website more responsive, and will be more compatible with the differently sized-displays and various devices.
