i18n editor language selection #3

I think this dialog should contain a single list (with a search prompt at the top?) and each item on the list should be a row containing:

lang name - language name (both in english and native)
checkbox edit - enables language in editor
checkbox active - enables language in the host application

Enabling/disabling language in the application should cause broadcast of message updates so that UI in other modules can update as necessary.
