[Internal] Implement global bundle naming feature for the subscribers and DAO

Contrary to #1137 , this allows subscribers and DAO governors to occupy a URL on the global level.

So, local bundle naming from #1137 allows every subscriber/DAO governor to name a bundle (limits are listed here) that will be accessible only to the user and only if they are authenticated.

On the other hand, this feature allows someone to occupy for example asastats.com/my on the web server level, overriding users' local bundle names.

The number of such global bundle names available to users based on their permission/tier is yet to be discussed.

This feature will get high priority after the issues from the first batch of user-dependable features are deployed.
