feat: update sphinx & plonk artifacts to 1.0.8.3-testnet

This pull request updates to the latest Sphinx dev tip and makes the necessary changes to adapt to the new 1.0.8.3-testnet artifacts.

Library Call Updates:

• aptos/programs/benchmarks/signature-verification/src/main.rs: Changed sphinx_zkvm::precompiles::unconstrained! to sphinx_zkvm::lib::unconstrained! in multiple places within the main function.
• aptos/programs/epoch-change/src/main.rs: Updated sphinx_zkvm::precompiles::unconstrained! to sphinx_zkvm::lib::unconstrained! in several instances throughout the main function. [1] [2]
• aptos/programs/inclusion/src/main.rs: Replaced sphinx_zkvm::precompiles::unconstrained! with sphinx_zkvm::lib::unconstrained! in multiple places within the main function. [1] [2] [3] [4] [5]

Submodule Updates:

• aptos/solidity/contracts/lib/forge-std: Updated submodule commit reference.
• aptos/solidity/contracts/lib/openzeppelin-contracts: Updated submodule commit reference.
• aptos/solidity/contracts/lib/sphinx-contracts: Updated submodule commit reference.

Fixtures update

• Update all fixtures to their latest values using the fixture-generator
• Updated wrapper contracts if needed
