Is your feature request related to a problem? Please describe.
As discussed in this issue arcus-azure/arcus.observability#336, we should no longer use the .ClearProvidersExceptFunctionProviders extension in Azure Functions projects.

Describe the solution you'd like
Remove the .ClearProvidersExceptFunctionProviders call in all the Azure Functions project templates.
